You will find that voice marked DSCP traffic can be on a different NBN traffic class with the RSP might not honour for other SIP providers other than their own SIP traffic .e.g Telstra used to drop Engin SIP traffic on fttp services when the traffic was marked as EF. Check if you can change the DSCP markings on the device to BE "Best effort"

Make sure SIP ALG is turned off on the router, may help.

I think Greg might be on to something there - If the handsets by chance are doing something like UPNP to request forward of 5060 through from the router, only one might be getting the inbound calls due to that as they would be competing for the port forward.
