[AusNOG] Singapore to Australia Latency

Back when SEA-ME-WE3 was the only game in town, it was taking me 50 ms to
get from a probe at AWS Singapore to one of Telstra's routers in Perth.

The impact of new cables is pretty significant - I see AARNet have just
made some sort of change. I believe my target for them is in Sydney
