Hi Matt,
Quite possibly, I only googled for about 5 minutes and couldn't find any
releases saying it was, the latest I found was

from 18 Dec which at the bottom has “Rectification is expected to be
completed within three weeks,” Vocus said in an update yesterday.
Futher googling now finds
http://status.vocus.com.au/view-incident.aspx?IncidentID=470 which has a
restoration date of 1/1/2019 so maybe there was no-one at work to put out
a press release over the holidays. If a cable is passing traffic but
there's no restoration notice is it really up?
