[AusNOG] AAPT Brisbane Issues

I lost a couple of dozen NBNs in Ipswich and Gold Coast.  They were
restored at 6:30am though the outage is still current in Frontier:

02-Aug-2019 05:57:05

Multiple NNIs to edge devices have gone down. Issue is currently being
investigated by Tier-2. No ETR yet.
