[AusNOG] NBN FTTN TC2 Services WA North West

Hi David,

I don't have any TC2 in W.A. as yet. The latency to the 20M TC2, I have in
NSW is around ~9ms. The latency did drop after the back haul issue was
fixed. The issue is usually seen when that is the first TC2 service to that
area.
