It's not just Pixel, and it's not just NSW.  For the past few years, on
every brand of Android phone I've owned, *on both Telstra and Vodafone*,
whenever NSW changes to AEDT, my phone in Qld has been pushed an hour
forward.

Seriously, carriers: it's 2017 - get your tower configuration management
story sorted out.
