[AusNOG] Optus NBN HFC lease time 5 minutes....

For the lab testing, NBNCo do request access seekers to set 5 minute DHCP
lease time (and 5 minute PPPoE keep-alive timeouts) as part of
certification testing.

Maybe this temporary lab config has made it to production (intentionally or
otherwise).
