There's already a general outages (and associated outages-discuss) list, 
but its current primary subscriber base seems to be oriented more 
towards North American and European operators.

So, one approach would be to join the existing outages list(s), which 
would surface issues experienced in Australia to North American and 
European operators, as well as providing insight to Australian operators 
on issues experienced in those other geographies.  Another would be to 
create an Australia-specific variant of these lists, perhaps in 
conjunction with the maintainers of the existing outages lists.
