Much depends on where the earth station is vs where the spacecraft is

We commonly saw 680ms doing a round trip ping between earth stations in Sydney and Vancouver using an Intelsat spacecraft. So the relevant questions are about the geo slot used by the spacecraft and the exact location of the earth stations.
