In effect put a cap on aggregator fees that's marginally above
competitive backhaul pricing but presumably below what aggregators are
currently charging?

Because the counter is, isn't what you propose exactly the business
model of aggregators and thus you want NBNCo to step in when there's a
failure in the aggregator market?
