Another apnic stats website worth having a look around is their new IPv6 vs
IPv4 performance one, announced in Geoff's blog post recently:

To put some usability context behind that, humans perceive a response less
than or equal to about 100 ms to be reacting instantaneously:

So, for example, when a user clicks a link, there should be some indication
the page is loading, and ideally, although probably pretty hard to achieve,
the page has completed loading within 100ms.

That 100ms budget can get pretty stretched if you consider the time to
perform a DNS lookup, and then complete a TCP 3 way handshake before any
data for the webpage gets sent and then displayed in some form.
