Enterprises are not immune to this legislation. If my employer had continued with our model of partners working onsite and us charging them for Internet access, we would have had to comply too. Fortunately we had time to decentralise our Internet access prior to it taking effect. It's now our ISP that carries the data over the property boundary, not us. 

Based on my working knowledge of UK and NZ educational establishments, it doesn't surprise me that this legislation also catches them.

This was discussed briefly at last years AusNOG.
