So, being pedantic, it isn't a 'solution' if it isn't covering ongoing
costs - it's just equipment and initial labor that is part of the solution.
Perhaps others with much larger requests have requested solution costs
rather than just up front costs.

What is appropriate depends on the size, type and specifics of the problem
being solved.
Some of the figures seem too large to me, others seem too small - that says
to me that I should hold my judgement until I get more details of each case.
