Buying a capability means the funds are available to overcome events that
will impact the capability over its lifetime, such as device or component
failure, model obsolescence and replacement, vendor support etc.

How long does the data need to be retained for, and have you budgeted for
all of the costs necessary to meet that retainment capability over that
time period?

It isn't possible to make specific judgements without knowing specific
details of peoples' solutions, however some of the figures do appear to be
small enough that they're just covering initial capex costs rather than
whole of life capability costs.
