[AusNOG] First provisioning on FTTN

Hi Cameron,

If using Ipoe......
The dhcp opt82 is different on fttn.
On fttp its AVC.
On fttn its AVC+dsl line stats.

Telstra Bngs for example need the opt82 to match to match up the session
requests.
Would suggest checking opt82 to ensure accepting and sending back same data.
