Why not use RIPE Atlas? If you run a few of their probes throughout your network as well, you should be able to build up enough credits to be able to do the monitoring you want without much outlay :)

We have a requirement to monitor our sites but we need a sample of local ISPs distributed over AU
If you are doing this; did you roll your own say ADSL links or is there a 3rd party which offer anything like this?
