The meme should be long dead by now.

Windows, as a OS, had been secure for years and receives regular
updates for problems found in it and the tools that ship with it.
I'm not worried about a new Windows box being compromised when I
connect it to the net for the first time.  Just update the machine
to bring it up to the latest patch level before you use the tools
on it and turn on automatic updating.
