Thanks Shaun,
The import of that doc is that a service provider should not, without
making arrangements, make > 50 calls to 000 in 24 hours.
So if you're not a service provider, curiosity alone is not sufficient
justification to be calling 000. It will just lead to slashdotting 000,
which obviously no one wants.
