To answer the "why so secret" question -- the WBA sets the legal
framework between NBN(tm) and the RSP -- that includes making all
interaction between RSP and NBN(tm) "commercial-in-confidence".
(Yes, it's unnecessary and counter-productive, if you want that changed:
try join their working group for WBA `improvements' and see how much you
get to say in a forum full of Telstra lawyers.)
