Concur, QoS as a DDoS reaction/mitigation tool in the direct data plane 
of IPv4/IPv6 Internet traffic ends up with the 
programmatically-generated attack traffic squeezing out legitimate 
traffic.  I think this is a bit different from what Tony Wicks meant, 
though.

Spanning-tree is present in operator IDCs, though more are moving to 
alternatives.
