Traceroute failing in this fashion is an indication that network admins
at Telstra (or .gov.au) subscribe to the terrible notion that dropping
all ICMP is a sensible firewall strategy. If this is the case, and you
have an MTU mismatch, you now also have a PMTUD problem, and
requests/responses may get dropped as over-sized.
