   This status code *can* be used to provide transparency in circumstances
   where issues of law or public policy affect server operations.  This
   transparency may be beneficial both to these operators and to end
   users.

Note where it says "Can", which is atypical, as RFCs are usually "should"
or "must". One good reason to NOT implement 7725, is where the RFC3986
blocking URI indicating the blocking server might become a DDOS target.
