One thought to keep in mind is whether they were scramblimg around in
the dark guessing as to what was going on and simply firing any
bullets they could find at any target they could see.

Misinterpreting the causes could result in a wild array of responses
that may or may not have alleviated anything.

As you probably know, often times it's not implementing the solution
that is hard it's accurately diagnosing the situation to know which
solution to use.
