Also everyone is ignoring the fact that it doesn't need to be done until 23rd September, you just have to fill it in with information that reflects the night of 9th August.

Even 1 day of fines would be $1.5B, that'd pay for a nice system.

I think that's getting a bit tinfoil hat.  There's no way anyone will be paying fines when the system was unable to accept submissions.
