[AusNOG] Consultation on s313(3) use

The department of comms is seeking feedback on guidelines to improve 
transparency of government agencies' use of s313(3) to disrupt access to 
online services:

It's long on policy and short on technical detail, apart from saying 
agencies should request a URL to be blocked, rather than an IP address.
