Opengear don't make anything with an inbuilt PDU. Uplogix are the same - you need to team the console appliance with a switched PDU in order to get remote power cycling.

Chris has highlighted WTI, which I've used before with some success. Their RSM appliances are basic but do the job for situations where you want an all-in-one box, though I don't believe they do watchdogging.

I've also been looking at some of the products from Digital Loggers (http://www.digital-loggers.com/lpc.html), which seem heavily used in the WISP space and tick all the required boxes, but most models only seem to have NEMA outlets unless you're willing to get a custom run done.
