[AusNOG] Practical definition of "low impact"

If its indoor installation, then its not low-impact facilities (except the antenna on
the roof) - low-impact facilities is all about outdoor things.
If its indoor, MDU basement, risers, etc, then the Comms Alliance document covers
indoor subscriber connections, including powers and immunities...

There are also a pile of Standards Australia documents regarding standards for
in-building cabling in MDU and industrial buildings, residential buildings etc - these
are what the requirement to "act in accordance with good engineering practice" and
"comply with recognised industry standards" would refer to.
