Sticking it the UDP cesspool greatly complicates the data horizon, from 
the DDoS perspective.

Header encryption makes it far more difficult and expensive to mitigate 
layer-7 DDoS attacks, or even properly classify attack traffic as such.

SCTP has been around for ages, solves most of the problems, and doesn't 
have these drawbacks.
