But this isn't irreversable is it?

Could an aggregation "black-spot" program solve this problem?

Could the absence of sufficent RSPs at certain POIs signal a market
failure? After all, RSPs are already cherry-picking POIs.

I guess your argument is that this should be anticipated before all
the competition is dead.
