[AusNOG] Confidential imports for networking kit

An oddity in the ABS's latest  Confidential Commodities List (see
http://www.abs.gov.au/AUSSTATS/abs@.nsf/Lookup/5372.0.55.001Main+Features1Aug%202015?OpenDocument)
that has added confidentiality for imports of "Machines for the reception,
conversion and transmission or regeneration of voice, images or other data,
including switching and routing apparatus."

Anyone got any idea why imports of such kit should not be reported?
