I would personally vouch for voip.ms

Of the services I’ve used it is far and away the most convenient and least
expensive.  No monthly, just establish an account and put money into it
when they email you a balance reminder.  The call rates are incredibly low.

Links up with multiple ATA’s, Asterisk or even IP Phones.
