[AusNOG] Vocus NSW Latency

The short version is, your packet hits Vocus Sydney, and gets labelled
'this goes to the US'. Then the router looks at the TTL and goes 'oh, I
need to send back a TTL Expired'. Which inherits the label, and so gets
sent to the US. Then comes straight back (likely after being re-labelled
'this goes to AU).  Showing an increased TTL before the hops show you're
actually hitting the US.

It's actually a good way to tell that the provider is using MPLS ;)
