That's just a false dictomy. The type of subsidy employed does not preclude organizing an efficient and economical buildout. It should also be noted that economies of scale do not always apply. Doing a national tender often results in outrageous prices for a subset of the purchase order. A better end result could in some cases be reached via regional tenders and/or reverse auctions.
