[AusNOG] Fibre after flooding

Hi Tristram,

I have seen flooded fiber pits here in Christchurch with no 
loss/degredation of service but the splice enclosures are pretty well 
sealed (didnt get to see inside). I have had an LC to bulkhead to LC in 
40mm conduit the was underground and filled with water, no patch panels 
though.
