Net neutrality hasn't been an issue in Australia, because we've had retail pricing models which have scaled with use, enabling ISPs to fund the growth of their networks.

The only reason NBN wants it discussed now is due to the CVC charges.

So they're the "most conspicuous" issue, in the sense that they're the only issue relevant to this conversation.
