The communities aren't implemented yet but should be over the next few weeks.

Though good info, it doesn't cover the OPs question about why his 
customer is asking for non-RFC1918 space:

"You can use either private IP addresses or public IP addresses 
to configure the peerings. The address range used for configuring 
routes must not overlap with address ranges used to create virtual 
networks in Azure."

They allow 1918 space.
