I don't understand your statement. 

Telstra sell access to data on their network. 

If they own content like Presto or AFL they sell the access to it. 

The price is set such that they make a profit. 

Given that they include the traffic for free to their retail customers you have to assume the cost to them is very low. Either that or they are missing their market power. 

They sell access to their domestic IP network to their domestic competitors at prices that are unbelievably high compared to international circuits.

Give you Telstra rep a call and ask for a quote for a gigabit. You'll need it if your customers get a taste for a Presto.
