Wrong, under 21 you can pay less than 100% of the minimum wage:

Under 16 years of age   36.8
At 16 years of age      47.3
At 17 years of age      57.8
At 18 years of age      68.3
At 19 years of age      82.5
At 20 years of age      97.7
