It would appear everyone needs to provide the data too, if you're a 3rd tier ISP, you would need to store the data, your upstream and their upstream, all the way to the International border ?
So the same set of data could be stored multiple times, good time to be in storage or at least selling hard drives...
Wonder how well it would store in S3 or Glacier as it's likely never to be used due to the mass surveillance requiring mass CPU to look at it, how would the government like that on Amazon?

Loathed to mention it as it's arguably OT, but there's a piece doing the
rounds at the moment about the cost of the eHealth record stuff and how
underutilised it has been by the general population.

As such, I think you're missing the relevant debacle comparator.
