Lots of hard work. You have to seek people out not wait for them to come to you. Good people come from employee referrals as well as providing a place where there are interesting problems to solve. Often you’re really only targeting a small handful of people who you’d want to do it. - you need to reach out to them individually, make them interested. Blindly emailing around as a third party isn’t the right way of targeting these kinds of jobs.
