[AusNOG] Pipe hiccup in Melbourne

May be defence?  they tend to put stuff in the ground without registering
it with the appropriate authorities..  We were having fibre pulled into our
DC in Deakin West back in 2002-ish, when the borers hit a pair of unknown
orange PVC pipes about 40cm below the footpath.  Called ACT Govt, who
double-checked their plans, declared it to be unknown, and said to just rip
up whatever was in the way, and continue with our works.

About 3 hours later two black ford explorers (I shit you not!) rocked up
with dudes in suits causing quite a ruckus about needing to replace the
pipes and not touch them again.  We ended up with one of the planning dudes
from ACT Govt out to talk to them.  They wouldn't tell us what was going
on, but upshoot was that the pipes had to be replaced before we could
continue work.  The dudes in suits refused to identify themselves, so we
ended up sending the bill for the extra work to ACT Govt, and they paid it.

Having been (allegedly) chased by the same vehicles after (allegedly,
cough) dumpster diving at the defence facility next to Deakin Exchange, I
can be pretty sure who owned the pipes :-p
