No the legislation is not clear, but Attorney General's is relying on
cooperation with the large ISPS, and being able to bully the smaller
operators. In my best non legal expert, non legaly indemnified opinion, if
you put an IP on a CE, you'll need a good argument why you're not subject
to the Act.
