I used a 1 port copper VSS Monitoring TAP while doing the
certification for NBN. It was NBN Co's gear but worked really well for
my purposes.

Looking on their site, they seem to have a range of kit that might
need your needs. No idea on price though and if it will perform the
split ratio your looking for.
