So large ISP caches don't count as "Open Resolver" operators, such as
iinet, aarnet, comcast, Commonwealth bank and others?

In many senses all of these "service providers" run large
geo-dispersed caches used by large populations of equally
geo-dispersed "users".

If you want to semantically define your problem to exclude a vast
class of folk and content, then sure, it's solved.
