Yes I know this is a horrible request, but for reasons I won’t bore you with, I need to run up a syslog daemon on a Windows 2012 R2 Server 64bit. 
Before you ask, yes I have considered Linux and that decision is out of my hands… 

Does anyone on this list have any recommendations for a syslog daemon that will: 
· Run on Windows (without Cygwin et al) 
· Won’t fall over constantly 
· Will support 64bit natively 
· Will run as a service 
· Will support Syslog over UDP and TCP
