(in the case where Police aren't willing to do much to assist you) depending upon the type of harassment, you can ask the local Magistrates Court to accept an application seeking a 'Peace & Good Behaviour Order' via the provisions of the 'Peace & Good Behaviour Act 1982'.

You're able to make such an application due to it's civil nature.
Being civil no criminality applies, however, if the Order is made & breached then criminal penalties may apply. The Police would generally be willing to investigate a claim of breaching an Order for peace & Good Behaviour.

Stalking and harassment are criminal and should be reported to the police. Drop by your closest station and make a statement.

In either case the victim, I would imagine, should be talking to their LAC (Local Area Command), and making a report/statement.
