Might depend on whether it's a technology question or a political-will
question. One can readily imagine that those with most of the plant in
the ground might like to retain the idea of wholesaling to a solitary
RSP along with switching pain.

More worryingly there were many conceptual components to the NBN which
combined to make a comprehensive whole - particularly around
empowering consumers and opening up innovation opportunites. Seems
like that's being dismantled and replaced with the ignominious "here's
your 25Mb downstream, now shut up and stop bothering me".
