The limitation is only for 2008 standard editions and below. It does not exist with 2008 Enterprise editions or any 2012 edition.

Not only that, but also it is not possible to add a subnet as a RADIUS client to NPS.  Bit of a problem when you want 100+ wireless access points doing WPA-Enterprise authentication against an NPS box.  Fortunately FreeRADIUS works as a proxy...
