Dropping everything from a country/range could be a little drastic. Though there are cases were dropping specific ports/protocols can be a good idea. e.g. SMTP from hinet will cut back substantial amounts of spam if you'd rather not deal with it, I don't think I have ever seen a legitimate email from hinet, ever.
