Given that IBM don't make their own network gear any more it is a re-badged "something". It you can find out what that is, you will be able to get something that should be functionally almost identical, but have a different name on the front of it.

From the product description:

"The RackSwitch G7028 is an inexpensive entry level Layer 2 1/10 Gb Ethernet switc"

It's got 24 x 10/100/1000 RJ-45 ports & 4x 10G SFP+ ports. Surely there must be something that is equivalent from some other vendor that fits the same specs without too much trouble ? If it HAS to be IBM, but none available, put a substitute in now and replace it later with the real thing when someone has stock.

The other avenue is to hit up IBM for it. Follow it through the account management path and keep hassling people until you can get one. If there is no stock in the country there is no stock in the country though. If it was a failed device you could push a bit harder to get a replacement quicker, but if it's just a new one it will be "wait for stock".
